Dear Farang Boy. The real question is where do you intend on operating the scooter? In short runs, the electric might be beneficial provided it meets all of your State DMV requirements for street operation. In costing out the operating cost, you must consider your cost per kilowatt hour recharging your system. Some area’s of the country are cheaper than others. You must realistically consider ALL of the factors to get the real operating cost.
Now a gas moped/scooter has definable operating cost and can be measured which is what you want. Beyond the cost of gas. The routine maintenance, insurance if required, distance to travel, cost of obtaining a license endorsement (Not All States), plates if needed have to figured in.
If you have no previous experience with scooters/mopeds, then taking a motorcycle safety course is a MUST. No matter what you choose, if you cannot operate it safely, it serves no purpose to get it. I would place this requirement as #1 before all else.
In summary, both do different jobs under different conditions. But neither will be done safely and correctly if your not properly trained.
A good quality electric scooter will cost ya less to own. Ya don’t have’ta worry about where you park it.( Can’t have gas fumes in your home !)Also, most small gas engines are 2 strokes and can be a pain to keep’um running well.And noise wise,,,,, the elec. motor just hummmmms along. =^ )
